Purpose

• Pall Mall, Coventry Street EXISTING
and Gilbert Street, Chorley

Concerns were raised by parking services that the TRO that was in place did not match the signage therefore our civil enforcement officers were unable to enforce the restriction on Pall Mall, Chorley outside the shops in between Coventry Street and Gilbert Street.

We have decided to formalise the restriction that is on site and has been in place for a number of years.

The purpose of this proposal is to formalise the restrictions on site to allow enforcement.

REASONS UNDER Section 1 of the RTRA
(a) for avoiding danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising.
(c) for facilitating the passage on the road or any other road of any class of traffic (including pedestrians).


• Harrison Road and Rangletts Avenue, Chorley NEW

Concerns were raised regarding parked vehicles causing an obstruction around the junction of Harrison Road and Rangletts Ave, Chorley

We carried out site visits on different days and at different times of the day, these confirmed the concerns that had been raised as a number of vehicles were parked at this location.

The purpose of this proposal is to remove the potential for vehicles to park in an obstructive manner near to this junction. This will improve access, sightlines and help to maintain the flow of traffic thereby increasing safety for highway users.

• Unity Place, Buckshaw Village NEW

Concerns were raised about parked vehicles causing an obstruction on Unity Place and near the exit of the school car park.

We carried out site visits on different days and at different times of the day, these confirmed the concerns that had been raised as a number of vehicles were parked at this location.

The purpose of this proposal is to remove the potential for vehicles to park in an obstructive manner in this area. This will improve access, sightlines and help to maintain the flow of traffic thereby increasing safety for highway users.

• Saville Street, Chorley EXISTING

The purpose of this proposal is to correct the TRO to match the No Waiting Mon-Fri 9am-6pm signage that is currently on site to allow for effective enforcement. There will be no changes to the restriction or its extent on site, therefore drivers will not be subject to any changes as a result of this proposal.

Consultations
Formal consultation was carried out between 21/07/2026 and 18/08/2026 which included advertising in the local press and notices being displayed on site. Divisional county councillors were consulted along with the council's usual consultees and the consultation documents posted on the council's website.

Following formal consultation No Objections were received.

Peter Bell, Highway Regulation Manager has taken a decision to approve the Lancashire County Council (Various Locations, Chorley Borough) (Revocation And Various Parking Restrictions 26-27 No1e) Order 202* Legal Reference: LSG4/104805/AFR/AFR.
