The Development Control Committee approved the scheme and programme to comply with condition 18 of permission LCC/2017/0001 on 22/01/2020. The approved scheme includes a programme of surveys, observations, defined targets, and a mechanism for further highway change if targets are not achieved. This strategy will be employed for three years commencing on the first anniversary of the scheme's opening.
