The Lancashire Full Council decided to approve the minutes of previous meetings on 27/05/2021. The council also resolved to approve changes to the Code of Conduct for Members and the 2021/22 Members' Allowance Scheme. Additionally, the council approved the appointment of Ms Lisa Strapps to the Independent Remuneration Panel and the 2021/22 Pay Policy Statement. The financial threshold for Key Decisions was confirmed to remain at £1.7m for 2021/22. The council agreed to delegate pension fund administration functions from the London Borough of Hammersmith and Fulham to Lancashire County Council, subject to legal agreements. The council noted reports from the Cabinet, Audit, Risk and Governance Committee, Employment Committee, Overview and Scrutiny Committees, Lancashire Health and Wellbeing Board, and Lancashire Combined Fire Authority. A motion was passed extending sympathies for COVID-19 losses and supporting a national day of remembrance. The council resolved to write to the Secretary of State for Work and Pensions to request the retention of the £20 per week Universal Credit uplift. The council resolved to request the Chief Executive and Director of Resources to write to the Police and Crime Commissioner regarding speeding traffic and to the Home Secretary requesting continued investment in Lancashire Policing. The council resolved to advocate nationally for better leave standards for Special Guardianship Orders and to explore council support for staff considering becoming Special Guardians. The council resolved to respond to the consultation on Local Government Reorganisation in Cumbria and North Yorkshire, supporting the single Cumbria proposal and making no comment on North Yorkshire proposals.
