Purpose

It is proposed that Lancashire County Council agrees to the Cumbria Commissioner Fire & Rescue Authority delegating its pension fund administration function to Lancashire County Council pursuant to Regulation 5 (2) of the Firefighters’ Pension Scheme Regulations 2014.

Local government reorganisation in the Cumbria County Council area takes effect in April 2023. Lancashire County Council currently discharges the pension administration functions of Cumbria County Council, including Cumbria Fire and Rescue Service, which in turn are delivered by Local Pension Partnership Administration Limited.  As part of the reorganisation, Cumbria County Council will no longer act as fire and rescue authority for Cumbria. Instead, the role will be performed by Cumbria Commissioner Fire & Rescue Authority, acting via the Police and Crime Commissioner for Cumbria.  This requires that revised delegation of functions agreements are made with Cumbria Commissioner Fire & Rescue Authority, to replace the existing agreement with Cumbria County Council.

Decision

The Executive Director of Resources, following consultation with the Chair and Deputy Chair of the Urgency Committee, approved the recommendations as set out in the report.
