Purpose
Brief Description
The long-standing
extra care service delivery at the MHA (Methodist Homes) schemes
Assisi Place and Moor Allerton Care Centre (also known as Yew Tree
and Rosewood Court) has been funded on an outdated block contract
basis. The proposal is to transition these contracts from block
arrangements to be in line with the other extra care provision
developed since 2016 which includes implementing an hourly rate and
wellbeing charge. Commissioning officers will work closely with MHA
to finalise, consult on and implement this solution via the means
of direct award of a three-year contract with the option to extend
for up to 24 months in any combination with a target start date of
the 1st April 2025.
Impact On Wards
Assisi Place is
situated in the Hunslet and Riverside
Ward. Moor Allerton Care Centre is situated in the Alwoodley Ward.
Both sites have citywide access for nominations. Actual impact will
be scheme specific with 45 apartments in Hunslet and Riverside and 70 apartments in
Alwoodley.
Financial and
procurement implications
Current block
contracts combined have an annual value of £1,003,265.91.
Estimated annual value with the proposed changes is
£757,764.50, including £730,450.50 of non-guaranteed
funding based on estimated care hours. Overall five year value estimated to be
£3,788,823 which includes realising savings of
£1,227,507.

The Director of Adults and Health
has –
Approved the request
to procure the onsite
extra care provision at the Methodist Homes (MHA) schemes Assisi
Place in Hunslet, LS10,
and Yew Tree and Rosewood Court in Moor Allerton, LS17. The ensuing
contract will commence from the 1st April
2025 and will be procured under Regulation 32(2)(b)(ii) of the Public Contracts
Regulations 2015 (use of the negotiated procedure without prior
publication) for a period of three years with the
option to extend for up to
24-months in any combination. If all contractual extensions were
taken, the contract would expire on the 31st March 2030.?
