Purpose

Following completion of stage 1 of the CGB
consultation we have received c1500 responses. On this basis the
options initially presented will be developed and a blended
approach brought forward taking account of the suggestions and
comments received.

The decision maker has approved the
recommendations set out in the report attached with effect
from the decision date.
