Purpose
The Deputy Director for Adults and Health is
recommended to -
a)
Note the contents of this report and note the delays are due to
resources allocation (to pull together the SSA) and complex
negotiations with partners.
b)
Note that SSA is for 2024/5 where services are already being
delivered and payments received.
c)
Agree that we enter into the SSA
belatedly for 2024/5 receiving an income of £970,639.
d)
Note that the Aspire SSA review/agreement and contract if delayed
will have impact on any assumed savings for 2025/26. In order to guarantee the specified income for that
financial year the decision must be taken no later than 31/3/25.
This decision will be taken in accordance with section 5.2 of the
Executive and Decision-Making Procedure Rules as it is
impracticable to defer the decision until the decision has been
included in the List of Forthcoming Decisions for 28 clear calendar
days and must be signed as soon as is practicable. The
decision could not be taken any earlier as the commissioning
process could not be completed any sooner. The process was carried
out within the best timescale achievable given the impact of a
combination of staff turnover and limited service resources while
ensuring the process was robust and compliant with relevant rules
and legal requirements. As a result, this decision is being taken
at the earliest opportunity to enable transparency but cannot be
deferred to enable inclusion in the List. The Scrutiny Chair has
been made aware; as has the Portfolio
Holder.

affairs of the Council and other parties has been identified as
exempt (Appendix 2) in accordance with Access to Information
Procedure Rule 10.4(3) because it is commercially sensitive
information.
