Purpose

Brief
Description

The two existing Leeds
City Council contracts with Community Links for mental health
accommodation services (Brigid House, Octavia House, Alexander
House, East Grange Drive, The Maltings, Rosevilla and Oakwood Hall)
end on 30th June 2025.
The Director of Adults
and Health is being asked to approve the direct award of a new,
single contract for all of the above services, with the exception
of Oakwood Hall.  The NHS Provider
Selection Regime will be utilised in order to make this direct
award which will commence on 1st July 2025. 
The Oakwood Hall
service is in the process of being remodelled and is being
individualised, so the existing block contract will be allowed to
expire on 30th June 2025. 
Going forward, this service will be spot-purchased and referrals
will come from Social Workers through the Mental Health Nominations
Panel in order to ensure eligibility. 
Full funding for the
Brigid House, Octavia House, Alexander House and East Grange Drive
services is provided to the Council by the NHS Leeds
ICB.  The contract and funding for The
Maltings and Rosevilla currently sits with the Communities, Housing
and Environment Directorate and from 1st July 2025
monies will be passported to Adults and Health to fund these
services.
 

Impact On
Wards

Whilst the services
provide supported accommodation, are building based and have
specific geographical locations, they are open to service users
from across the whole of the city. 

Financial and
procurement implications

Octavia House, Brigid
House, Alexander House and East Grange Drive are all fully funded
by NHS Leeds ICB, and the Council receives £1,049,366 per
annum.  This funding will continue to be
received by the Council for the period of the new
contract.  The services were subject to
a 10% funding reduction in 2024 and were remodelled
accordingly. 
The Maltings and
Rosevilla are currently funded by the
Communities, Housing and Environment Directorate at a cost of
£211,547 per annum, and this amount
will be transferred to the Adults and Health budget from
1st July 2025 onwards. 
The per annum cost for
the six services totals £1,260,913.
The proposed new
contract will be directly awarded to Community Links using Route C
of the NHS Provider Selection Regime.

Partnership
working

Adults and Health
commissioners have worked closely on the above proposals with the
provider, key stakeholders (including the provider, Social Work
colleagues and LYPFT) and ICB commissioners.

a. 
The Director of Adults
and Health has approved the direct award of a contract to Inspire
North from 1st July 2025 for a period of five years, with the
option to extend for a further period of up to 36 months (in any
combination), using the Most Suitable Provider process under
Regulation 10 of The Health Care Services (Provider Selection
Regime) Regulations (PSR) 2023.? 
b. 
The contract will
commence on 1st July 2025, at
a value of £1,260,913.00
per annum, with a maximum overall contract value of £10,087,304.00 for the full
contract duration, including all possible
extensions. All
funding will be transferring to
Adults and Health from the ICB and the Communities, Environment and
Housing Directorate.?? 
c. 
The Director has noted
both the ongoing funding transfer arrangement from the ICB to the
Council and the proposed transfer arrangement to Adults and Health
from the Communities, Environment and Housing
Directorate.? 
d. 
The Director has noted
that the Oakwood Hall service will not be included within this new
contract and is undergoing remodelling and individualisation, which is being undertaken by commissioners
from the Council and ICB, alongside the provider and key
partners.??
