Purpose
Brief
Description
Approval will be
sought to accept the 2025/26 allocation of the Drug and Alcohol
Treatment and Recovery Improvement Grant from the Office of Health
Improvement & Disparities.

The service will be
available for residents of all wards.
Financial and
procurement implications
The indicative
allocation for 2025/26 is £9,714,626, but this figure is
still subject to confirmation and may change. The timing of this
decision will be dependent on when confirmation is received from
OHID. In order to ensure continuity of any existing provision, it
may be necessary to seek approval for this decision during the
pre-election period.
The grant will be used
to fund a range of activities within the conditions of the grant,
which will be subject to separate approvals.

The Director of Public
Health has:-
a)
Accepted
£9,874,371 from the Office of Health Improvement and
Disparities via the Drug & Alcohol Treatment, Recovery &
Improvement Grant (DATRIG) for the period 1st April 2025
to 31st March 2026.
b)
Accepted
£201,289 from the Office of Health Improvement and
Disparities via the Individual Placement & Support Grant for
the period 1st April 2025 to 31st March
2026.
c)
Accepted
£235,990 via the Dependency and Recovery Grant from the
Probation Service – Yorkshire and the Humber for the period
1st April 2025 to 31st March 2026.
d)
Approved the allocation of £228,228 from the
Drug & Alcohol Treatment, Recovery & Improvement Grant as a
contract modification (payment in instalments) to the Residential
Alcohol Detoxification and Rehabilitation Service (DN410850)
provided by St Anne’s Community Services for additional
residential detoxification and / or rehabilitation provision from
1st April 2025 to 31st March 2026. The contract modification will
be carried out in accordance with the Regulation 72 of Public
Contract Regulations 2015.
e)
Approved the
direct award of a contract to Change Grow Live Services Ltd for
additional support within criminal justice settings from 1st April
2025 to 31st March 2026, at a cost of £120,779 from the Drug
& Alcohol Treatment, Recovery & Improvement Grant. This is
in accordance with the Contracts Procedure Rules, where a direct
award is permitted for additional or repeat goods, works or
services when the supply of additional goods, services or works by
the existing supplier are necessary to ensure compatibility with
existing goods or services.
f)
Approved the
internal transfer of £92,419 from the Drug & Alcohol
Treatment, Recovery & Improvement Grant to Children’s
Services, towards the cost of support workers in the Family Drug
& Alcohol Court for the period of 1st April 2025 to 31st March
2026.
g)
Approved the
entering into a grant agreement with Leeds Teaching Hospitals Trust
to provide an Education Practitioner post from 1st April 2025 to
31st March 2026 at a cost of £54,000 from the Drug &
Alcohol Treatment, Recovery & Improvement Grant.
h)
Approved the
internal transfer of funding for existing Public Health and
Integrated Commissioning posts between 1st April 2025
and 31st March 2026, at a cost of £538,686 from
the Drug & Alcohol Treatment, Recovery & Improvement
Grant.
i)
Approved the
direct award of a contract, under the The Health Care Services (Provider Selection
Regime) Regulations (PSR) 2023, to Touchstone-Leeds for the
delivery of an outreach and prevention service from 1st April 2025
to 31st March 2026 at a cost of £55,270 from the Drug &
Alcohol Treatment, Recovery & Improvement Grant.
j)
Approved the entering into a grant agreement with
West Yorkshire Police for a contribution towards the provision of a
Drugs Partnership and Training Officer from 1st April 2025 to 31st
March 2026 at a cost of £14,916 from the Drug & Alcohol
Treatment, Recovery & Improvement Grant.
k)
Noted that the following amounts will be injected
into the contract with Waythrough for
the Integrated Drug and Alcohol Service (contract ref 61854) under
the provisions of previous decisions D55671 (Authority to Procure)
and D55980 (Contract Award):
