Purpose

A)  Note an uplift in
City Region Sustainable Transport Settlement (CRSTS) funding of
£2,380,705 in addition to £5,404,000 approved in the
previous key decision of February 2024 and note £511,488 in
S106 contributions in the FBC approval in July 2024.
B)  Inject the remaining
Combined Authority funding, valued at £11,328,782, in CRSTS
contributions following a tendering exercise on the intermediate
construction framework.
C)  Note that S106
contributions have risen to £710,550 and note that Highways
Asset Management contributions, valued at £136,736.40, have
been received, resulting in a combined total of £847,287 in
Leeds City Council contributions, which are to be injected into the
capital programme.
D)  Give authority to
spend a total of £12,176,069 to deliver the Leeds City Links
scheme.
E)  Note that LCC will
enter a Deed of Variation with West Yorkshire Combined Authority to
the existing Grant Funding Agreement.

The Chief Officer
Highways & Transportation has agreed to:

A) 
Note that Full Council as part of the February 2024
Full Council injected an initial £5,404,000 of City Region
Sustainable Transport Funding (CRSTS) from WYCA and £511,488
of S106 funding to deliver the scheme;

B) 
Note the additional WYCA CRSTS £2,380.7k
funding injected by Full Council as part of the Feb 2025 Capital
Programme update together with an increase of S106 contributions of
£199,062;

C) 
Inject an additional £3,544,077 of CRSTS
funding approved by WYCA committee on 19th June 2025 taking the
total CRSTS funding to £11,328,782;

D) 
Inject an additional £136,736 from Highways
Asset Management contributions taking the total contributions
including £710,550 in S106 to £847,286; and

E) 
Authorise a total of £12,176,069 expenditure
to deliver the Leeds City Link scheme.
