Purpose

2026).  At both schemes Leeds City
Council holds nomination rights to a proportion of the apartments
– 18 out of the 44 apartments at Box Tree Court and 30 out of
the 64 apartments at Lady Ida Lodge. Commissioning officers intend
to ensure the continuation of service arrangements via direct award
in accordance with relevant legislation of a three-year contract
with the option to extend for up to 24 months in any combination
starting from 16th November 2025.

situated in Boston Spa in the Wetherby Ward. Lady Ida Lodge is
situated in Cookridge in the Weetwood Ward. Both sites have
citywide access for nominations. Actual impact will be scheme

Content

The Director of Adults
and Health has:-
 
a) 
approved the request to reprocure the onsite extra care provision
at the Housing 21 schemes Box Tree Court in Boston Spa, LS23, and
Lady Ida Lodge in Cookridge, LS16 with
Housing 21 remaining as provider. The ensuing contract will be
awarded to Housing 21, and will commence on the 16th
November 2025 for a duration of 3 years, until 15th
November 2028, with the option to extend for up to 24-months in any
combination. If all contractual extensions were taken, the contract
would expire on the 15th November 2030.
 
b) 
noted that the above contract will be procured via direct award
under Section 41 of the Procurement Act 2023 (the Act), supported
by the justifications as outlined in Schedule 5 Paragraph 6 of the
Act.
 
c) 
noted that under the agreement recommended here between the Council
and Housing 21 there will be a base sum of up to £100 (if all
contractual extension(s) are taken) strictly payable at a rate of
£20 per annum. In connection to the contract Housing 21 will
potentially (if all nomination places are taken per year across the
full term of the contract) have access to an additional estimated
income of between £2,020,005 and £2,102,698 through
charges for planned care and support for which the Council may be
liable for up to 100% of the cost. This expenditure would take the
form of Council contributions towards individual care costs
following a financial assessment and falls under the
Council’s statutory duties as defined in the Care Act
2014. 
 
d) 
noted that the commissioning officers on behalf of Adults and
Health Integrated Commissioning and colleagues in Procurement and
Commercial Services will be responsible for completing all the
actions covered within this report including the award of contract
to commence from the 16th November 2025.
