Brief Description
The current 0-19
Public Health Integrated Nursing service contract commenced on
1st April 2019 and ends on 31st March 2027.
This service delivers the nationally mandated five Universal Health
Reviews (before a child is 3 years old), the National Child
Measurement Programme and oral health promotion programmes.
We are currently
undertaking a full service review and are seeking authority to
procure a 0-19 Public Health Integrated Nursing service to commence
on 1st April 2027.

The Director of Public Health
approved authority to undertake a competitive procurement process,
as outlined in this report,in
accordance with the provision of Contract Procedure Rule
(CPR) 11 (Formal Tender Process) and The Health Care Services
(Provider Selection Regime) Regulations 2023 (PSR) to procure a
suitable provider to
deliver a new 0-19 Public Health Integrated
Nursing service. This would be for
a period of five years commencing
1st
April 2027 (with an option to extend
for a period of up to sixty months in any combination, which if
utilised would be subject to a separate decision at the appropriate
time) with an anticipated maximum budget
of £14,292,184.00
per annum which equates to a maximum sum of £71,460,920.00
for the initial five year contract
period(a total maximum
cost of £142,921,840.00
for the full contract period including
extensions).
The budget for
the new service will be amended to reflect
the 2026-27 NHS Agenda for Change (AfC) staff pay
award. The annual
contract value
(£14,292,184.00)
includes a 5.5% uplift
to the current contract’s 2025-26
staffing costs. The new
contract budget will be adjusted accordingly should the 2026-27
NHS AfC
pay award be higher or lower than the
5.5%.
Grant approval to undertake the
evaluation of the tender using a price-quality combined approach,
with the quality element set at 100%.
It is noted that a report will be
submitted for approval at the end of the procurement process to
approve the contract award, which will be a direct consequence of
this key decision and will therefore be a Publishable
Administrative Decision, which will not be subject to call
in.
