The Chief Officer Asset Management &
Regeneration, City Development is recommended to:

1) Authorise the expenditure of £6,109,300 from 33393 / MTH /
000 for delivery of the Morley Town Deal refurbishment of Morley
Town Hall. Noting that this figure is representative of the full
project costs and is inclusive of the construction contract figure,
associated enabling and preparatory works, design fees,
‘client’ side costs and expenditure and
contingency.

2) Note that the holistic project budget is £6,109,300 and
approve the constitution of this from the following funding
sources:

a. £5,491,000 of ‘Local Regeneration Funding’
provided by the Ministry of Housing, Communities & Local
Government in support of the Morley Town Deal programme.

b. £457,000 of Leeds City Council ‘match’ funding
in according with the ‘Local Regeneration Funding’
agreement for Morley Town Hall.

c. £161,300 from ‘City Development borrowing’ for
construction period insurance.

3) Authorise the acceptance of the tender submitted by Bermar
Building Co Ltd., noting that this has been submitted following a
competitive procurement exercise and subject to a ‘price /
‘quality’ evaluation. Further details of the tender
process and cost are detailed in (Confidential) ‘Appendix
A’.

4) Approve entering into a JCT construction contract with Bermar
Building Co Ltd. for the delivery of the proposed refurbishment
works at Morley Town Hall. This will take the form of a contract
between the Authority and Bermar Building Co Ltd. A start date for
construction of January 2026 is required, with a commensurate end
date of January 2027 targeted, subject to approvals, the contract
award process, discharge of pre-commencement conditions and
acquisition of construction phase insurance. As such, the programme
dates identified in section 10.3 of this report, in relation to the
implementation of this decision, represents the targeted critical
path for delivery of the project subject to completion of the
identified tasks prior to commencement.

5) Note, construction phase insurance is to be funded corporately
on a ‘joint names basis’, the figure detailed is an
estimate provided by the Council’s insurer. The final figure
will be subject to submission of construction phase health and
safety documentation following contract award.

6) Note, upon completion of the renovation it is intended to
include the building within the Council’s wider performance
space portfolio and undertake active events programming. The
mechanics of this are in traction and will be subject to a
separate, future report.

7) Note, a key decision request for the works detailed herein was
published on the list of forthcoming key decisions on the 28th
August 2025 and is effective for implementation from 26th September
2025.

8) Note, the responsible officer for implementation is the Head of
Station Development.
