Purpose

Approval to inject a further £2.6
million of capital funds to support the project which are to be
awarded by NHS England (NHSE) for the Kirkland’s Autism
Project, on Queensway, Yeadon in the Guiseley and Rawdon
ward.  This is a joint partnership
project between Leeds City Council and West Yorkshire Integrated
Care Board (ICB).
 
As part of the partnership approach, Leeds
City Council is the lead commissioner of Learning Disability and
Autism community-based services for the city and is underpinned
through a Section 75 agreement.
 
The borrowing for the overall scheme is an
Invest to Save project. The £2.6 million grant will help to
reduce the annual repayments for the cost of borrowing to the West
Yorkshire Integrated Care Board (ICB).

a) 
The Director of Adults and Health and the Director of City
Development noted the contents of this report and the progress made so far on the
Kirkland’s Autism Project are noted.
b) 
The Director of Adults & Health has authorised Leeds City
Council to enter into a legal capital grant agreement with NHS
England for the receipt of an additional £2.6 million to
Leeds City Council.
c) 
The Director of City Development has authorised the further
injection of the £2.6 million grant funding into the
Kirkland’s Autism scheme for the purpose of developing two of
the five bungalows on the scheme, as well as the unit of
accommodation for the proposed individual with complex
needs.
