Purpose
The Connecting Leeds Transport
Strategy sets out the reasons for, and benefits of, increasing
access to sustainable, low carbon transport in Leeds. The
introduction of e-scooters to the existing transport system through
an approved Department for Transport Trial provides residents,
workers, students and visitors with another opportunity to choose
zero-emission, low carbon transport for short and medium distances.
Using an existing contract, it is possible to deliver this in
Leeds. Subject to full approval from the Department for
Transport anticipated in February 2026 and in order to facilitate
delivery of an e-scooter scheme in Spring 2026, it is recommended
that an e-scooter trial is approved in Leeds, noting the key risks
and the ways to manage them, and the implications associated with
the legal orders required.
