Purpose

Brief
Description

To undertake a
procurement exercise to secure a strategic partner to lead on the
implementation of a cross-council prevention and demand management
programme focussing on children’s and adults social care and
housing, specifically emergency/temporary accommodation.

Financial and
procurement implications

The contract award is
expected to be between £6m - £12m. The exact amount is
yet to be determined based on completion of diagnostics currently
underway. The contract will generate a significant annualised
return on investment (this is estimated to be in excess of
£20m in 2026/27 alone).

the Council. Elements of the implementation may be developed in
partnership where appropriate.

The Director for Adults and Health has:-
a) 
Approved the proposal to procure and award a contract for a
strategic partner to undertake the implementation and delivery of
the programme. The maximum budget for the initial contract period
is £12m. The contract will be for a 2-year period with the
option to extend for 12 months. The initial contract period is
valued at a maximum of £12m. The estimated whole-life value
of the contract (including the extension period) could potentially
exceed £12.5m.
b) 
And noted to utilise the ESPO Framework 664_25 Consultancy Services
(Lot 1a – Business Services) by way of a competitive
procurement exercise, through a further competition.
