Purpose

The Director of Communities, Housing &
Environment is recommended to:
 
a) 
Note the award of funding from the Department for Energy Security
and Net Zero of £4.993 million for delivery of the PSDS Phase
4 scheme in Leeds;
 
b) 
Agree to signature of the successful grant agreement being
delegated to the Chief Officer, Climate, Energy and Green
Spaces;
 
c) 
Give authority to spend to the value of up to £6.34 million
for the delivery of this scheme.
 
d) 
Approve the direct award of a contract to Axis Europe Limited under
Lot 8 of Procurement for Housing’s Decarbonisation &
Retrofit Framework up to the value of £6.34 million,
commencing on 2nd February 2026 and expiring on 31 March
2029.
 
e) 
Approve signature of a Letter of Intent with Axis Europe Ltd ahead
of the formal contract award up to the value of £825,387
(plus VAT) to allow design works to begin and equipment orders to
be placed, reducing the risk of losing any grant funding. A
breakdown of the planned spend under the Letter of Intent is at
Confidential Appendix 1. The start date of the letter would be
2nd February 2026 and the letter would terminate on 31
March 2026 if the contract referred to in recommendation d) is not
signed by this deadline.
 
f) 
Delegate authority to the Chief Officer of Climate, Energy and
Green Spaces to enter into School Agreements with both schools
included in this scheme.
 
g) 
Given the special urgency, agree to the decisions in this report as
being exempt from forward notification and call-in in accordance
with 5.3.1 and 8.1.2 of the Council’s Executive and
Decision-Making Procedure Rules respectively, having sought
agreement from the Chair of the Environment, Housing and
Communities Scrutiny Board that the decision is urgent and cannot
be reasonably deferred.
The Deputy Director Resources & Strategy /
Learning, Children & Families, is recommended to:
 
h) 
Approve a match funding contribution of £516,593 from the
2026/7 budget for delivery at 2 schools.
The Assistant Chief Executive (Finance, Traded
and Resources) is recommended to:
i) 
Approve injection into the capital programme of £4.933
million for delivery of the PSDS Phase 4 scheme;
 
j) 
Approve a match funding contribution of £829,846 from
contingency funding for the corporate sites included within the
bid.
The Director of Communities, Housing &
Environment is also recommended to:
 
k) 
In relation to the existing contract awarded to Axis Europe Ltd
under Lot 8 of Procurement for Housing’s Retrofit &
Decarbonisation Framework (decision
reference D58301), approve an increase in the value of this
contract by £690,000 to £3.54m to reflect the
previously omitted grant or budgeted match funding sums to be paid
over to Axis Europe Ltd for completion of the PSDS 3b and 3c
schemes and give authority to spend to this contract value, noting
that this does not represent an additional cost to the council over
that previously reported.
