To approve the 2026/27 fee rate uplift for Adult Social Care contracts

Decision
The Director of Adults & Health:
a) Approved an increase in the fee rates as detailed in the table below paragraph 6 for externally commissioned homecare services, Community Health and Wellbeing Service, and the Short Break / Sitting Service for the financial year for 2026/27.
b) Approved the free increase for the older adults residential and nursing care homes for the financial year 2026/27.
c) Approved an increase in the hourly rates for Extra Care and the Direct Payments in accordance with the home care rate increases to be applied for the Interim Homecare Contract as stated in the table below paragraph 6.
d) Approved the inflationary allocation to manage all uplift requests for 2026/27 for all independent sector Learning Disability and all other working age adult independent sector providers.
e) Approved the process of uplift offers with providers of services for working age adults, during 2026/27, based on the use of the adapted Care Cost Calculator and on rigorous value for money audits of the Service Cost Analysis Form (SCAF) submitted by the providers.
f) Agreed that all increases in fees shall be implemented from 6th April 2026 as outlined in the report.
g) Noted that all future decisions will be a direct consequences of this key decision and will be taken as publishable administrative decisions or as written record administrative decisions as required by the appropriate officers as per the sub-delegation scheme.
