Purpose

Brief
Description

Waste management
upcoming contracts for approval/decisions through DDN.
Decision;

Mixed Dry Recyclate treatment contract –
dealing with the sorting and processing of recyclable waste
collected at the kerbside from residents of Leeds. (net income of
£340k p/a in 22/23).

The decision is made in context with
the
Government’s Resource & Waste Strategy which includes
proposals to improve the consistency of kerbside collections from
domestic properties throughout the UK. This subsequent
‘Environment Act 2021’ set out new requirements to
separately collect materials such as glass, food and garden waste,
as well as other materials.

Councils
and the waste industry await the delayed consultation response and
Commencement Notice; with critical details from Government on how
the new requirements will be applied and how the associated funding
will be calculated, and when from.

In
addition, further delays
have been announced in July 2023 by DEFRA on the implementation of
the Extended
Producer Responsibility (EPR) scheme and a proposed Deposit Return
Scheme (DRS) that will have a significant impact on the materials
the council collect at the kerbside. For example, a successful DRS
will take plastic and metal drinks containers out of the kerbside
waste stream.

Content

The Chief Officer
for Environmental Services approved the utilisation of Regulation
72 (1b) of the Public Contracts Regulations 2015 in order to vary
the contract end date by 2 years from 7th November 2023 with HW
Martin Waste Ltd to treat the Recyclate collected through the green
bin kerbside collections at a maximum cost of £2 million (in
reality the expenditure will be far less). This would see the
ultimate expiry of the contract being 6th November 2025.
