Purpose
- The existing contractual arrangements for key waste streams collected at the Council’s Household Waste Recycling Sites (HWRCs) are expiring and need replacing.
- In order to fulfil the requirements of CPRs, transparent governance and set up the DPS to accommodate changes put forward by DEFRA. An interim period is required so that the council has outlets for major waste streams collected by the service at 8 HWRCs
- Officers are developing a DPS would offer the Council increased flexibility compared to a traditional framework and the Council has an increased need to be agile as changes in the waste industry are having direct impacts on waste management collection services.
- The spend will be approximately 2.7m.
Decision
The Chief Officer for Environmental Services has noted the content of this report and approved an extension of the current contracts (1st October 2023 to 31st March 2024) relating to:
Lot 1 Residual Waste – Associated Waste Management Ltd
Lot 2 Timber – Timberpak Ltd
Lot 3 Inert Waste – Associated Waste Management Ltd
Lot 4 Plasterboard – Associated Waste Management Ltd
Utilising Regulation 72 (1) (B) of the Public Contracts Regulations 2015 on the grounds set out at paragraph 16 of this report
The estimated value for the 6 months extension to the contracts totals £2,1m.
