Purpose

Capital project required to relocate two
junior football pitches from Smeaton Approach in ‘Cross Gates
& Whinmoor’ to release the existing land for
infrastructure development linked to the East Leeds
Extension.  Project will provide two new
Sport England standard football pitches, user car park, cycleways,
footpaths, connection to existing public right of way
infrastructure etc. on former agricultural land behind the Arium
facility in the Harwood Ward.  As per
the approved planning application, reference 22/00107/FU.
Budget forecast indicates potential to meet
the key decision threshold.

Content

The Chief Officer Asset Management &
Regeneration has:
a) Approved the injection of developer
contributions of £650,000 and authorised the expenditure of
£650,000 from capital scheme number 33762/000/000 for
‘Phase One’ of the Whinmoor Pitches project, which will
facilitate the creation of two Sport England football pitches to
land adjacent The Arium and is necessary to support the aims of the
East Leeds Extension programme. Noting that this figure includes
the tender sum in addition to all ancillary costs associated with
the ‘Phase One’ works, e.g., professional fees, survey
costs and other associated Authority costs.
b) Authorised acceptance of the tender
submitted by Cleveland Land Services (Guisborough) Limited, noting
that this tender has been submitted following a competitive
procurement exercise and was subject to a ‘price /
quality’ evaluation. Further details of the tender process
and cost are detailed in (Confidential) ‘Appendix A’,
with supporting information contained within ‘Appendix
B’.
c) Sanctioned the requirement to enter into a
contractual agreement with Cleveland Land Services (Guisborough)
Limited to deliver ‘Phase One’ of the Whinmoor Pitches
project. This will take the form of a contract between the
Authority and Cleveland Land Services (Guisborough) Limited.
d) Recognised that ‘Appendix A’
and ‘Appendix B’ should be designated exempt from
publications in accordance with Access to Information Procedure
Rule10.4 (3).
e) Noted, a key decision notice for the works
detailed herein was published on the 3rd April 2023 and
is effective for implementation.
f) Noted, the programme dates identified in
section 32 of this report, in relation to the implementation of
this decision, represents the critical path for delivery of the
project. An anticipated start date of the week commencing 14th
August2023 is required, with a commensurate end date of the week
commencing 13th November. Subject to approvals and
contract award process.
