The Director of Children and Families agreed
to:

a) Approve total scheme expenditure of £3,938,700 from
capital scheme 33176 BGE CBE relating to costs associated with the
expansion works at Cockburn School, inclusive of pre-existing ATS
approvals of £1,338,700.

b) Authorise acceptance of the tender submitted by the Leeds Local
Education Partnership, via Moortown Group Ltd, in the sum of
£2,807,985.87 for the construction works required.

c) Approve the Council entering a contract directly with Moortown
Group Ltd, to a total of £2,807,985.87, following the ending
of the contracting agreement with the Leeds Local Education
Partnership (LEP) at the end of April 2022.

d) Note that an enabling works package totalling £54,287.51
and previously approved has been delivered on site by Moortown
Group Ltd and managed by the LEP, so the construction total is
£2,862,273.38.

e) Note that a financial contribution agreement is in place with
the Multi Academy Trust to deliver the expansion works, reflecting
the MAT’s commitment to fund the uplift from a grassed pitch
to a 3G pitch, to the sum of £1,000,000 which will be paid to
the Council in five monthly instalments in line with the
construction programme, which is included in the overall total
project cost of £3,938,700.

f) Note that £1,600,000 of the additional funding required
will be met through use of programme risk funding, as approved by
the School Places Programme Board on 20th January 2023.

g) Note the programme dates identified in section 39 of this
report, in relation to the implementation of this decision,
represent the critical path for project success and must be adhered
to where possible.

h) Note that the officers responsible for implementation are the
Head of Service, Learning Systems, Children and Families
Directorate and the Head of Projects and Programmes, Asset
Management & Regeneration and authorise them as signatories of
all other contract related documentation that is required to
deliver the project.
