The Chief Officer, Highways and Transportation
approved:
a) the waiver of Contracts Procedure Rule (CPR) 8.1 and 8.2 –
competition (intermediate value procurements) to directly appoint
Leeds Beckett University to provide Quality Assurance
(‘QA’) of collected data, project management and
analysis of air quality data against contextual variables to the
value of £31,950 via the capital expenditure of £10,315
(68% match funding).
b) the waiver of CPR 8.1 and 8.2 – competition (intermediate
value procurements) to directly appoint the University of Leeds to
provide QA of data and pre-monitoring calibration, equipment
support and detailed research against environmental and contextual
variables and comparisons against alternative monitoring equipment
to the value of £25,170 via the capital expenditure of
£13,142 (48% match funding).
c) the waiver of CPR 8.1 and 8.2 – competition (intermediate
value procurements) to directly appoint Slingshot Simulations Ltd
to develop a data dashboard, delivery of bespoke APIs, analytics
and data visualisation with associated software and data hosting
licenses at a value of £50,000 via the capital expenditure of
up to £25,000.
