Purpose

In August 2022, following
procurement and award of contract, Newton Europe Ltd commenced work
across the health and care system to help redesign our intermediate
care services.  The programme consists
of three phases with the initial procurement covering the delivery
of Phase 1 and Phase 2, at a cost of £400,000.  The procurement included provision for the
development partner to help deliver Phase 3 of the programme which
consists of strategic transformation of the services to be
delivered over a 12 - 18 month period.
Approval is sought to proceed to Phase 3 of the
programme.

Content

The
Interim Director of Adults and Health has approved the
modifications of the existing contract with Newton Europe
Ltd to commence Phase 3(b) of the
Intermediate Care Redesign Programme (AH-52969) utilising
Regulation 72 (1) (a) of the Public Contracts Regulations 2015 on
the ground that the initial procurement documents clearly and
unequivocally included the option for the delivery of Phase 3 (b)
of the programme by the strategic
partner via a modification of the contract.
The value of the modification is £7.8m in total, with Leeds
City Council paying £2.6m to Newton Europe Ltd (see paragraph
16).  The contractual period of delivery
for Phase 3(b) will commence retrospectively from 04 March 2023 and
run until 31 August 2024.  Should there
be a requirement to engage with Newton Europe Ltd beyond the agreed
end date, then this will be subject to a variation of the contract
at the appropriate time.  Any variation
will not increase the cost of the contract but will only require an
amendment to the contract end date.
