On the 22nd August 2022 a previous highways
board report was approved for S278 works at Leeds Road, Collingham
with the below decisions already agreed.

- Note the detail of the highway works described in outline in
paragraph 3
of the DC Highways Board Report and shown on plan
732695/LCC/HWT/PH1/DR/CH/01_01 attached at Appendix 3;

- Give authority to negotiate the terms of and enter into an
agreement
with the developer under the provisions of Section 278 of the
Highways
Act 1980; whereby the works associated with the development
are
carried out by Leeds City Council, fully funded by the
developer.

- Give authority to complete the detailed design, tender and
implement
the works as set out paragraph 3 of the DC Highways Board
Report.

- Give authority to incur expenditure of £457,800 works
costs, statutory
undertakers' costs (if Known) and £148,524 staff costs to be
fully
funded by the developer through the S278 Agreement.

- Approve the adoption of new highway construction on land shaded
red
on drawing number 732695-LCC-HWT-PH1-DR-CH-Ml_04 so that it
can be added to the Council's maintenance regime.

- Authorise the City Solicitor to advertise a Draft Speed Limit
Order to
extend the speed limit of 30mph and relocate the existing VAS sign,
and
if no valid objections are received, to make, seal and implement
the
Orders as advertised; lf objections are received when advertised
these
will be reported back to board.

Since then it has been discussed due to the bridge wing walls which
support the highway and are part of the Section 38 Adoption, that
the construction for both the bridge and the S278 scheme needs to
be constructed by the same contractor for continuity and
coordination purposes.

Based on the above, The Chief Officer (Highways and Transportation
is requested to:

- Approve the use of a single tender submission to appoint the
developers
chosen contractor to deliver both the S38 and S278 works for the
scheme. This was not included in the original highways board
report.
