Decision

Please Note:  This decision was Called-In under Rule 12 of Part 4D of the Council’s Constitution.  The Call-In was considered by the Economic Development, Transport, and Climate Emergency Scrutiny Commission at its meeting on 6 August 2026 where it was withdrawn by resolution of the Committee in accordance with Rule 12 (g) of Part 4D of the Council’s Constitution.  The original decision taken on 22 July 2026 is, therefore, deemed to be revived in its entirety.

To approve:

a.         the addition of £5.2m to the 2026/27 capital programme for the St Margarets junction scheme.

b.         the release of £3m currently held in the Match Funding policy provision to part-finance the scheme alongside £2.2m from the Government’s Levelling Up fund.

c.         Delegation of authority to the Director of Planning, Development and Transportation and Director of Finance to finalise grant funding details with the DfT to secure the Levelling Up fund award.

Reasons for the decision

To approve funding to enable delivery of the St Margaret’s junction scheme and the transportation and regeneration benefits.
