RESOLVED: that the Committee would refer its views to the
Public Accounts Select Committee as follows–

The Committee expressed concerns about the saving proposal
CR08, which relates to reducing the loss of subsidy caused by
awarding Housing Benefit (HB) to certain classifications of
supported accommodation providers. While the Committee understands
that the Council must ensure value for money and assess
reasonableness of charges when engaging new providers, it is
worried this could result in vulnerable individuals losing their
housing.

The Committee noted that although displaced individuals might
be able to make homelessness applications, their circumstances may
not meet the thresholds for vulnerability under homelessness
legislation, unlike supported housing legislation. Therefore, the
Committee recommends that if this proposal is implemented, it must
ensure that no existing tenants of supported housing lose their
accommodation.
