Purpose

The Basic Asset Protection
Agreement is intended for use where the external organisation (in
this case Lichfield District Council) is undertaking survey work
(intrusive or non-intrusive) or small-scale works of a modest and
uncomplicated nature. The Basic Asset Protection Agreement will
allow works to commence on-site ahead of the formal lease
agreement.
 
The Basic Asset Protection
Agreement also allows Network Rail to begin Clearance Approval.
Network Change can then be submitted by Network Rail, this process
consults with Network Rail stakeholders.  After Clearance Approval & Network Change the
lease can then be granted.

Decision

To sign the Basic Asset Protection Agreement
which will allow works to commence on-site ahead of the lease
agreement and will provide an opportunity to begin clearance
works
 
That £100k UK SPF monies is allocated to
the Greenways project:
o  
£75k allocated to the Basic Asset Protection Agreement
costs
o  
£25k allocated to cover legal fees & enabling works
 
To receive a grant from GBSLEP Future Impact
Fund, funded by distribution of GBSLEP surplus reserves to
Lichfield District Council of £77,554 towards the delivery of
the Greenways project.
