June 17, 2025 Leader of the Council (Cabinet member) Key decision In call-in window View on council websiteFull council record
Purpose
Lichfield District Council
(LDC) works with Tamworth Borough Council (TBC) to deliver a joint
waste service.
Local authorities are required
to roll out weekly food waste collections from 1 April 2026 as part
of the Government’s Simpler Recycling initiative.
The Department for Environment
Food & Rural Affairs (DEFRA) has provided new burdens funding
for the purchase of food waste containers to support the roll out
of the new service.
The joint waste service has
£561,342 to invest in food waste containers (£328,398
LDC, £232,944 TBC).
Lichfield District Council led
on a PCR compliant procurement process on behalf of the
Staffordshire Waste Partnership.
The assessment of the tenders
identified IPL Plastics (UK) Ltd and Cromwell Polythene Ltd as the
preferred bidders when financial and quality measures were taken
into consideration.
The tenders submitted indicate
the containers and liners can be delivered within the allocated
budget.
The contracts will be hosted by
Lichfield District Council on behalf of the joint waste service,
and the costs will be shared using the new burdens funding awarded
to each council.
Decision
To award the contract for the supply of
internal and external food waste caddies to IPL Plastics (UK) Ltd
in line with the national caddy specification set out by Waste
& Resources Action Programme (WRAP).
To award the contract for the suitable sized
and gauge thickness caddy liners to Cromwell Polythene Ltd (in line
with samples provided).
