Purpose

The Joint Waste Service
provides a subscription-based garden waste service to the residents
of both Lichfield and Tamworth.
A sticker (permit) is issued to
subscribing residents, which must be attached to their garden waste
bin to confirm eligibility for collection.
 
The Council does not have the
in-house capability to print and post the stickers, so this
function is contracted to an external supplier.
 
A competitive tender was
undertaken, resulting in six compliant bids. These were evaluated
and moderated in accordance with procurement
regulations.
 
PermiServ Limited has been
identified as the most economically advantageous supplier for the
provision of garden waste subscription stickers.

Decision

The Cabinet Member for Operational Services,
Parks & Waste approved to award the contract to PermiServ Limited for an initial 3-year term with
an optional extension of 12 months to ensure continuity and
flexibility.
 
The Cabinet Member reviewed the option to
utilise the 12-month extension reviewed and determined by the
Cabinet Member for Operational Services, Parks & Waste based on
performance and recommendation from the Director Resident and
Business Services subject to the cost being within Approved
Budgets.
