Purpose
A decision is required regarding the adoption
of a single corporate GIS capability based on a common GIS
platform; There is wide scale use of GIS across the council using
several separate GIS products, not only is this inefficient from a
procurement perspective, but it also hinders information sharing
and innovation around the use of key GIS data.
The end-of-life notification from the supplier of our current main
GIS application (Location Centre) has presented an opportunity to
consolidate around a single system, and as a result, enhance the
capabilities available to directorate teams:
1) Replace Location centre – end of life Mar 2025
2) Leverage additional capabilities and functionality of the Esri
solution.
3) Replace other GIS products over a 2-year period cognisant of
licencing windows, business impact and migration plans.
4) Uplift GIS capabilities across LCC enabling the creation of a
Common GIS Platform reducing data silos and increased
sharing.
5) Implement low cost of ownership GIS solutions and enable citizen
GIS data collection
The system will enable the replacement of 5 further systems with a
potential total cost saving of £7,674 in year 1, and
potentially £65,440 in Year 2.
Systems planned for onboarding into the ESRI platform by April 2025
(savings as below):
• Location Centre - IT – £19,500
• WINGS: currently in development in Trial environment)
– Place (LRSP) - £20,000
• ArcGIS Online – LFR – £7,768
• CadCorp Spatial Database – LFR - £13,500
• Miso – IT - £2,550
by Apr 2026 (savings as below):
• ArcGIS Online - LRF - £29,096
• StatMap EvoTerra – Place (TRO) - £19,800
Total cost of the Esri Solution £63,198 in Year 1 with an
ongoing cost of £54,328 per annum which is included in the
projected savings, increased cost will be based on platform usage.
Onboarding these systems would see modest increase in the proposed
cost of the Esri solution.
IT only hold the budget for Location Centre and MISO contract,
other application budgets are held by the business. Budget for
Desktop GIS software MapInfo is also held by IT, schedule for
withdrawal at end of FY 26/27, with a further saving of
£13,984 from current GIS spend.
The Esri system is unrivalled in data sharing management,
administrative reporting, external data access and low code
application development as well as having a robust user support
framework. The Council has already invested heavily in this
platform, successful work in the Lincolnshire Resilience Forum and
Lincolnshire Fire and Rescue will be expanded upon in the wider
council following this procurement. It will enable:
• increased governance of GIS Data within LCC
• Enforcement of Meta data standards
• Creation of single version of GIS data truth with robust
ties to Data Platform
• Effective reuse of data
• Time saving
• Integration with Power BI mapping
• Enhanced integration and alignment with the unified data
platform.
Therefore, a decision is sought for:
To use a suitable framework to award contracts to ESRI (UK) Limited
for the provision of the ArcGIS Online software, likely to exceed
£200K over the expected 5-year contract period.
Decision
To procure a highly capable GIS solution that
operates seamlessly with LCC data and reporting tooling, providing
access to spatial analytics to aid in visualisation and insights
derived from GIS and other data whilst fulfilling the fundamental
requirement of replacing the in-service Location Centre which is
being withdrawn by the provider.
The systems higher capabilities will also allow LCC to stop
proliferation of GIS software unique to business areas, that will
assist in the realisation of cost savings and contract
efficiency.
That the Deputy Chief Executive/Executive Director of Resources
delegates authority to the Chief Information Officer to make such
decisions as are necessary to vary the contract through its term,
provided that the contract’s total value does not exceed 10%
increase.
