Purpose
Following surveys and investigations
undertaken during the pre-construction stage, the contractor has
identified enabling works needed to adapt the flooring
sub-structure and tiling.
These works include the removal of existing setworks and
subflooring and tiling refurbishment to ensure the museum space is
sufficiently prepared for the newly designed setworks
installation.
Executing the EWI clause within the existing Professional Services
Contract for Lincoln Museum will ensure the main construction works
begin within the current programme timescales. Carrying out these
essential enabling works prior to the main construction works
ensures that there are no related delays to the overall project
completion. The completion date is crucial in ensuring Culture
Services can recant collections back into the gallery prior to its
official reopening in late spring/early summer 2026.
As Lincoln Museum has been closed to facilitate the design,
conservation and redevelopment of the space, it is vital that we
mitigate any further delays that could extend closure to the
public.
Commencing enabling works earlier also provides some programme
flexibility to manage any unforeseen risk or issues identified
during the flooring refurbishment.
Decision
An Executive Report – Scheme Appraisal
is due to be submitted to the Leader for Executive Decision on 3rd
March. This recommends proceeding with the main construction works
for Lincoln Museum’s Archaeology Gallery and flexible
exhibition space, following a detailed design phase between the
contractor and Lincolnshire County Council. A decision on the
enabling works is required prior to the Key Decision as these works
need to commence imminently.
This Statement of Decision concerns Lincoln Museum Gallery only and
is seeking approval to utilise the Early Works Instruction (EWI)
clause stipulated within the existing Professional Services
Contract. This clause enables essential refurbishment works to the
archaeology gallery floor prior to its redevelopment, which is due
to begin in July 2025.
The contract is a standard NEC4 form of contract, with standard Z /
boilerplate Clauses that have been recommended by Legal counsel
concerning GDPR, modern slavery etc.
The budget for the enabling works totals £157,000.
This budget allocation is consistent with the pending Executive
Paper.
