seamless continuation of services for students, ensuring their
speech and language support needs remains uninterrupted and stable.
It is a cost-effective solution allowing learners to study in
mainstream educations setting closer to their home.
Decision
To award a two-year contract to Lincolnshire
Community Health Service (LCHS) for the delivery of Extended
Communication and Language Impairment Provision for Students
(ECLIPS). The Contract will commence from 1st April 2025 to 31st
March 2027, with a one-year extension option until 31st March 2028.
The maximum contract value will be up to £466,209.
The contract will be procured in line with the Council’s
Contract and Procedure Procurement Rules (CPPR) through the
Provider Selection Regime (PSR). These are procurements for
services as listed under the CPV codes contained in Schedule 1 of
the Health Care Services (Provider Selection Regime) Regulations
2023 (PSR Regulations 2023).
The ECLIPS Service is an enhancement to the LCHS existing core
Speech and Language Therapy (SALT) Service commissioned by NHS
Lincolnshire Integrated Care Board (ICB).
The ECLIPS offer provides intense support and advice to mainstream
primary, secondary and further education settings for Children and
Young People (CYP) with significant Developmental Language Disorder
(DLD) and other Speech Language and Communication Needs (SLCN) to
be able to access the curriculum earlier within their local
mainstream setting.
