Decision
1.
That the current status of the procurement activity for a new ILS
conducted following the Executive Key Decision reference I033922
dated 3 December 2024, and the subsequent intention of the Council
to review its commissioning priorities for FY2025/26 following the
election of a new election, be noted.
2.
That authority be given for the pausing of the procurement activity
conducted following Key Decision Reference I033922, with no award
to be made at present, to allow the new Executive to consider the
Council’s commissioning needs and budgets in relation to
future delivery of ILS and ‘Smoke free Generation’
services.
3.
That the Council be authorised to enter into a short-term extension
of the current ILS contract on a ‘like for like’ basis
to ensure continuity of service delivery for the residents of
Lincolnshire, at a maximum total cost of £785,774.01 for the
period 1 July to 30 September 2025 inclusive.

That the Council be authorised to enter into a short-term extension
of the current ‘Smoke free Generation’ funding delivery
contract on a ‘like for like’ basis to ensure
continuity of service for the residents of Lincolnshire, at a
maximum total cost of £265, 458 for the period 1 July to 30
September 2025 inclusive.

That authority be delegated to the Executive Director of Adult Care
and Community Wellbeing to approve and enter into the form of
contract extensions with the current ILS and ‘Smoke free
