Decision

1.  That
Councillors Ian Bint and Julie Reed be appointed to the GLCCA Audit
Committee as the Constituent Members for North Lincolnshire Council
and that Councillor Keith Vickers be appointed as a named
substitute for Councillor Ian Bint and Councillor Trevor Foster be
appointed as a named substitute for Councillor Julie Reed
2.  That
Councillors Marion Boyd and Matt Patrick be appointed to the GLCCA
Audit Committee as the Constituent Members for North East Lincolnshire Council
3.  That
Councillors David East and Robbie Woods be appointed to the GLCCA
Audit Committee as the Constituent Members for Lincolnshire County
Council and that Councillor Phillip Roberts be appointed as a named
substitute for Councillor David East and Councillor Paul Lock be
appointed as a named substitute for Councillor Robbie Woods
4.  That
Councillors Allan Beal, Rebecca Longbottom and Manzur Hassan be
appointed to GLCCA Audit Committee as the Non-Constituent Members
for the District Joint Committee, leaving one vacancy for the
Independent Network
5.  That
Councillors Ron Shepherd and Karl Wilson be appointed to the GLCCA
Overview and Scrutiny Committee as the Constituent Members for
North East Lincolnshire Council
6.  That
Councillors Tim Mitchell and John Davison be appointed to the GLCCA
Overview and Scrutiny Committee as the Constituent Members for
North 
Lincolnshire Council and that Councillor Janet Lee be
appointed as a named substitute for Councillor Tim Mitchell and
Councillor Carol Ross be appointed as a named substitute for
Councillor John Davison
7.  That
Councillors Phillip Roberts and Cain Parkinson be appointed to the
GLCCA Overview and Scrutiny Committee as the Constituent Members
for Lincolnshire County Council and that Councillor Jimmy Brookes
be appointed as a named substitute for Councillor Phillip Roberts
and that Councillor Brenda Collier be appointed as a named
substitute for Councillor Cain Parkinson

8.  That Councillors Jane King, Lesley Rollings, Mark
Smith and Joshua Wells be appointed to the GLCCA Overview and
Scrutiny Committee as the Non-Constituent Members for the District
Joint Committee and that Councillor Rebecca Longbottom be appointed
as a named substitute for Councillor Joshua Wells

Reasons for the decision

To ensure that the Audit Committee
and the Overview and Scrutiny Committee has in place the necessary
elected appointments to support the required constitutional
arrangements. 
 
The authority to take this decision
was delegated by the Authority to the Chief Operating Officer at
its meeting on 4 June 2025.

Alternative options considered

Not to approve the recommendations
would mean that the appointments would not be in place and the
membership of committees would not comply with the constitutional
requirements.
