Purpose
The service procured is the provision of and
support for an online learning and development platform for use by
the Council's Adult Care and Children's social work staff.
Elements of the Council's Adult Care and Children's workforce are
required to hold certain professional memberships and
qualifications (e.g. Registered Social Worker, nursing) and to
undertake regular training and development to maintain up-to
date knowledge and skills. The procured service includes the
online storage platform of CPD portfolios for approx. 350 officers,
a minimum of 6 workforce learning events per year, monthly learning
opportunities and a comprehensive library of practice guidance,
learning resources, research and legal updates.
The platform and service will enable staff to follow the most
recent 'best practice' in service delivery and ensure their
qualifications are relevant and up to date, thus improving the
quality of outcomes for residents of Lincolnshire.
In order to obtain the best value, most effective provision for
these requirements, a robust competitive procurement exercise in
line with the Council's CPPRs was undertaken.
The evaluation panel was satisfied with the quality and
affordability proposed in the highest scoring bid and recommends
that a contract is awarded to the highest scoring bidder.
Decision
1. Notes the progress made with this
procurement exercise and the final outcome of the tender
evaluation.
2. Authorises the Commercial Team to notify the bidders involved in
the procurement exercise of the Council's decision to award in
accordance with the evaluation outcome.
3. Approves the award of a contract for the provision of the Adult
Care online learning platform service to the Research in Practice
following the tender evaluation.
