Purpose

An urgent requirement to supply and fit four
new tyres to one of the Council’s JCB loading shovel has
arisen.

Due to ongoing issues with the current market, the procurement for
a substantive contract has been delayed and therefore the need to
procure four tyres outside normal procurement processes has been
recommended.
The costs have been benchmarked against a recent Request for
Quotation process undertaken in January 2025 for similar loading
shovel tyres. The costs received for the tyres referenced in this
report are fractionally lower than the costs received as part of
the quotation exercise undertaken at the beginning of the year and
therefore value for money has been demonstrated.

Whilst there are some challenges within the market, a competitive
exercise will take place in due course for any future requirements.
However, the need for replacement tyres for the machine at Boston
WTS now is urgent and the timescales for procurement will not allow
the machine to remain operable.

The risk is also mitigated due to the low value of the
exception.
The risk to the authority in terms of an exception to the CPPRs on
this occasion is low.

Decision

To delegate authority to the Head of Waste to
award a Contract to B A Bush (Tyres) Limited with a value of
£14,956.00 (excluding VAT) for the supply and fit of four
loading shovel tyres and rims to the Council’s JCB Loading
Shovel which is situated at the Boston Waste Transfer
Station.

All four current tyres on this machine are near to failing the
operating core (tread) minimum tolerance which once reached will
result in the machine becoming inoperable.

Alternative options considered

The following alternative options were
considered and rejected:
1. Not Awarding the Contract
If the Council does not approve the decision to award the contract
to B A Bush (Tyres) Limited then the wear to the existing tyres on
the Loading Shovel will no longer comply with the relevant
standards and regulations rendering the loading shovel as
inoperable. This will significantly impact service delivery at the
Council’s Boston Waste Transfer Station.
