Purpose

Approval is sought to proceed with submitting
representations to South Kesteven District Council’s emerging
Local Plan prior to their deadline of 28 August 2025.

LCC has a number of sites that are being considered as potential
development sites and have previously been submitted to SKDC as
part of their call for sites.

The latest version of SKDC’s local plan requires responses
either to accept or challenge their current allocations.

The sale of land for residential development brings in capital
receipts contributing towards LCC’s capital programmes.

Sites are selected initially via a desk-based assessment taking
into consideration the statutory development plan, proposals map
and relevant policies relating to the location and scale of
developments.

In addition, to boost the supply of housing, the NPPF (National
Planning Policy Framework) requires Local Planning Authorities to
identify and update annually, a supply of specific deliverable
sites sufficient to provide five years’ worth of
housing.

In these circumstances, there may be opportunities for land which
is located in sustainable locations such as on the edge of villages
or land which has been previously developed, to come forward even
if it is not allocated for development. Site specific constraints
will also need to be taken into consideration, such as flood zones,
land classifications, access etc.

The sites to be commented on are below, See Appendix 1 also:
Morton, Bourne, Market Deeping and Billingborough

Morton 212B (Hanthorpe): SKPR-274 and SKPR-135 - accept
SKPR-274 – ex LCC land, sold to Balfour Beatty, build out yet
to commence.
SKPR-135 – LCC land, recently added into the local plan.
Representations to be submitted, accepting the allocation for
potential development and confirm support for recommendation.

Bourne 117E – SKPR-53 – accept
SKPR-53 – LCC land, currently out to market with neighbouring
landowners.
Representations to be submitted, accepting the allocation for
potential development and confirm support for the recommendation
and that the site is being marketed with other landowners.

Market Deeping 204A – SKPR-144 – challenge
SKPR-144 – LCC land, currently tenanted land.

Market Deeping is one of four sites that are being de-allocated in
the emerging plan. The land was previously allocated but then
excluded due to a Village Green application, which was found in
LCC’s favour. More recently it was included, identifying the
site as suitable, however, it has since been excluded again. All
planning obstacles have been removed other than local
support.

SKDC have recently accepted they are not able to demonstrate a
5-year housing land supply, despite this site being suitable and
ready for development.

The potential allocation for residential development would be a
step toward a market housing site of c200 units with supporting
green areas and walks.

Representations to be submitted challenging the removal of this
allocation as not only is the site ready and suitable, but was
originally allocated and SKDC cannot demonstrate a 5-year housing
land supply.

Billingborough, ex Aveland School – SKPR-317 –
accept

A separate representation for ex Aveland school land at
Billingborough will be submitted by Corporate Property directly,
accepting the draft allocation.

The current allocation encompasses neighbouring Crown Estate land.
Discussions are ongoing with the Crown Estate. The latest plan
indicates a reduction in units from 140 to 130.

The cost of Savills preparing and submitting representations,
excluding Billingborough, will be c£2500. Budget is available
for this level of spend.

Approval to submit representations on behalf of all of the above is
sought.

Decision

To agree to LCC submitting representations on
SKDC’s draft Regulation 18 Local Plan.
