Summary
...to apply exceptions to normal tendering rules to purchase and commission the installation of two bridges on the public rights of way network, as the projects are 100% funded via a Defra grant and must be completed quickly.
Full council record
Purpose
A request is submitted to proceed with two
capital projects for footbridge replacements using LCC’s
preferred rights of way suppliers. Two quotes have been obtained
from specialist companies in both instances: these were direct and
not via the procurement hub and reflect the specialist nature of
the materials being used as well as the ability to undertaken
design and build functions.
There is a need to deliver the works at pace due to the condition
of the current bridges and the fact that the works are 100% funded
via Defra grant income to the Lincolnshire Wolds National Landscape
and must be completed before the end of the financial year –
or the grant returned. In terms of suppliers, there are very few,
and none locally, who can deliver and install the necessary
materials at best value.
Decision
To apply exceptions to normal tendering rules
to purchase and commission the installation of two bridges on the
public rights of way network and as per para 4.1.3 (a) of the
County Council’s Contract and Procurement Procedure
Rules
Alternative options considered
We could now take the projects through the
procurement team pathways but would likely reach the same the
outcome but with clear time delays.
