Purpose

The development of an Open Light Touch Framework to procure
external training services for the Children’s Services workforce
was approved by the Executive Councillor for Children’s Services
on 6th February 2026.
The procurement of the Framework has now concluded and,
following evaluation of Supplier bid submissions, the Council
can onboard the above successful Suppliers to the Framework.
All the Suppliers denoted have demonstrated, through the full
completion of the relevant documentation and application
forms, that they meet the requirements of the Tender and are
eligible to join the LCC Training Framework for the Lots for
which they have applied.
All Lots (1 to 6) contain two or more Suppliers, which in
accordance with the Procurement Act 2023, permits the award
of the Lots and overarching Framework for the full contract
term of five years (up to eight years incorporating the extension
period)

That approval is given to award places on the LCC Training
Framework for a period of five years effective from 13th July
2026 until 12th July 2031 with the option to extend for up to a
further three years until 12th June 2034 to the following
