Decision

1.   
That the role of the Council to continue to act as Lead Parter for
the Midlands Consortium be approved:

(i)            
Subject to the receipt of funding by the Midlands Consortium as
detailed within the report, and that the undertaking of a
procurement for concession contracts for the LEVI Service to be put
in place by each Council for a term of 15 years plus 1 year
extension for the anticipated whole life value of 16 years, be
approved.
 

(ii)           
That authority be delegated to the Executive Director –
Place, in consultation with the Executive Councillor for Highways,
Transport and IT, to take all decisions necessary to progress the
procurement upon behalf of the Midlands Consortium up to and
including determination of the final form of Memorandum of
Understanding for the Council to continue to act as Lead Partner,
the Grant Offer Letter, the final form of concession contract to be
used by each Council and the award and execution of the concession
contract for the Council and any other documentation necessary to
deliver the procurement.
