Purpose
To endorse the procurement principles and note commencement of procurement.
Decision
1.
NOTED the set of procurement principles
outlined in this report have been developed through engagement with tenants and
the Landlord Assurance Board, in addition to a review of contract options, best
practice, performance of current contract, tenant feedback and tenant
satisfaction data.
2.
APPROVED the procurement principles set
out in this report and agree that they will form the basis of the procurement
specification and evaluation.
3.
DELEGATED AUTHORITY to the Director for
Housing and Communities, in consultation with the Portfolio Holder for
Leadership, Projects and Housing, to make minor amendments to the procurement
principles, to finalise the associated procurement documentation.
4.
NOTED that the Director for Housing and
Communities will commence a procurement process in accordance with the
Council’s Contract Procedure Rules to seek repair, void and planned maintenance
contract(s) for the Council’s Housing Service to be effective from 1 April 2026
and will oversee evaluation of the applications received.
5.
NOTED that a further report will be
presented to Cabinet no later than December 2025 detailing the outcome of the
procurement process and recommendations to award the associated contract(s).
