Decision
That Cabinet:
1) APPROVED the revised Parkside delivery option, as set out in this report, to ensure the scheme remains financially viable and can be delivered within the approved budget and programme.
2) APPROVED the creation of a Community Hub at Parkside, providing an accessible location for customer-facing and community services and supporting improved service integration.
3) APPROVED the reconfiguration of accommodation within Parkside to facilitate more intensive and efficient utilisation of the building and improve operational flexibility.
4) NOTED that the revised scheme excludes the previously approved commercial office accommodation element but retains the core strategic objectives of the Asset Development Programme.
5) APPROVED the procurement approach and delivery strategy set out within this report for implementation of the revised Parkside scheme.
6) APPROVED the appointment of Focus Consultants to continue providing project management services through delivery and completion of the project.
7) DELEGATED AUTHORITY to the Director for Place and Prosperity, in consultation with the relevant Portfolio Holder, to undertake all actions necessary to deliver and complete the project, including approval of the detailed design, procurement arrangements, contract award and project implementation, within the approved budget.
