Purpose

To consider approving a Commissioning Plan and
proposed procurement approach for an operator for MKWRP.

Content

1.         That the
commencement of a procurement exercise for a new contract to
operate and maintain the Milton Keynes Waste Recovery Park (MKWRP),
in accordance with the proposed commercial delivery model and
procurement approach as set out in “MKWRP Re-procurement
Strategy”, attached at
Annex A to the report, be approved.

2.         That
authority be delegated to the Director Environment and Property, in
consultation with the Cabinet member, to amend and finalise the
procurement documentation, which will broadly align with the
principles of the modified version of the Defra Waste
Infrastructure Delivery Programme standard form operation and
maintenance contract, attached at Annex B to the report.
