Purpose
To consider approving the commencement of a
tender exercise to commission DoLS assessments to enable the
Council to meet its statutory duties.
Content
1. That an
initial one-year contract be awarded to Consultancy+, via the Yorkshire Purchase
Organisation procurement framework, to manage the contract of
employment for locum BIA’s who are commissioned to undertake
the DoLS assessments and ensure that the Council meets its
statutory duties, be approved.
2. That
authority be delegated to the Director of Adult Services (in
consultation with the Cabinet member for Adult Services, Health and
Communities): to
(a) finalise the
arrangements for the procurement
of Consultancy+ to deliver the service required for one year;
and
(b) make arrangements
for a longer-term solution, either via Opus, or a broader
procurement process, whether open tender or via framework, to be
planned and implemented, from January 2026 onwards, including the
award of contract.
