Purpose

To consider approving a joint venture with

Rewards Programme in Milton Keynes with Type 2 diabetes.

Content

1.        
That the Council enter into a partnership with
Loughborough University, including the payment of a grant of up to
£0.290m to the University via a grant agreement, to develop
and maintain an app to deliver the MK Activity Reward Programme.

2.         That
approval be granted to commence a procurement exercise, using
either a suitable framework or open tender, for a contract for the
supply of smart watches. The estimated value for the supplies is up
to £0.30m.

3.         That
approval be granted for either the Council or Loughborough
University to commence a procurement exercise, using either a
suitable framework or open tender, for a contract for the supply of
vouchers. The estimated value for the supplies is up to
£1.05m.

4.         That authority
be delegated to the Director of Public Health to:

(a)        finalise the arrangements for a partnership
(including a grant agreement) with Loughborough University
to develop and maintain an app to deliver the MK
Activity Reward Programme;

(b)       approve the award of
the contract for smart watches following the procurement exercise;
and

(c)       
determine whether the
Council or Loughborough University is better placed to procure the
supply of the vouchers, taking into
account any legal or financial advice.

5.         That, in the
event that the Council procure the supply of the vouchers,
authority be
delegated to the Director of Public Health to approve the award of the contract
following the procurement exercise.

6.         That,
subject to the outcome of decision 4(c) above, it be determined
that Loughborough University be best placed to procure the
vouchers, approval be granted for the Council to enter into a
further grant agreement with Loughborough University to transfer up
to £1.05m for the procurement of the vouchers.
