Purpose

To consider approving the future approach for
Recycling and Reuse Centres, improving and increasing the service
provision. This will include improved / new facilities for
recycling, reuse and upcycling.

Content

1.         That the
public and press be excluded from the meeting by virtue of
Paragraph 3 (Information relating to the Financial or Business
Affairs of the Authority) of Part I of Schedule 12A of the Local
Government Act 1972, in order that the meeting may consider exempt
Annexes B and C to the report.

2.         That the
Recycling and Reuse Centres - Strategic
Vision, attached at Annex A to the report,and the Review and
recommissioning of our Household Waste and Recycling Centre 2024
-2028: Business Justification, attached atAnnex D to the report, be
approved.

3.         That
resource allocation and spend approval in the 2024/25 Capital
Programme, as identified in exempt Annex B to the report, be
approved, to purchase land to provide a new
recycling and reuse
centre in the south of the city.

4.        
That authority be delegated to the Director of
Environment and Property, in consultation with the Director of Law
and Governance and the Director of Finance and Resources (s151
Officer), to negotiate and complete the acquisition of the sites
contained in exempt Annex B on the terms outlined in exempt Annex
C.
