Purpose

To approve receipt of external funding for the
restoration of Bradwell Windmill.

The decision will also set out how
internal resource and external support will be coordinated
alongside the delivery of a Community Activity
Plan.

Content

1.         That the
public and press be excluded from the meeting by virtue of
Paragraph 3 (Information relating to the Financial or Business
Affairs of the Authority) of Part I of Schedule 12A of the Local
Government Act 1972, in order that the meeting may consider the
exempt Annexes to the report.

2.         That
resource allocation and spend approval of £156,000 be
approved in the 2025/2026 Capital Programme.

3.         That the
use of £210,000 Tariff and S106 Council funding required to
deliver both revenue and capital elements of the project be
approved, to lever in £260,000 offered from external
funds.

4.         That the
funded Activity Programme, which sets
out the budget, project delivery, timescales, outputs and benefits,
be approved.

5.         That
authority be delegated to the Director of Planning and Placemaking
and the Director of Finance and Resources, to secure Permission to
Start (PTS) from the external funder including the signing of
Partnership and funding agreements with external
partners.
