Content
RESOLVED:
1.
That in accordance with Council
Procedure Rule 21.2, Revised Council Procedure Rules (shown with
track changes at Annex A), having been proposed and seconded, stand
adjourned to the next ordinary meeting of the Council.
2.
That revisions to the following
documents be agreed (shown with tracked changes)
alongside an additional provision in Annex B to the
effect that Town, Parish or Community Councils may formally support
a call-in and where they do so by the given deadline, have formal
speaking rights at any scrutiny sub-committee as a supporter (for
up to 5 minutes):
a)
Overview and Scrutiny Procedure
Rules (Annex B)
b)
Access to Information Procedure
Rules (Annex C)
c)
Responsibilities for Functions
/ Scrutiny Committee Terms of Reference (Annex D)
3.
That authority be delegated to
the Director of Law and Governance to make consequential, or minor
typographical amendments arising from the changes agreed in this
report, to all constitutional documents.
4.
That the draft call-in proforma
(Annex E), reflecting revised Overview and Scrutiny Procedure Rule
17, be noted, and amended to reflect the right of a Parish Council
to support a call-in.
5.
That the revised numbers of
seats on committees (Annex F) be agreed.
6.
That the Special Responsibility
Allowance paid to all Overview and Scrutiny Chairs for 2025/26 be
amended to £6,377 in line with the recommendations of the
Council’s Independent Remuneration Panel.
7.
That plans for training on new
call-in arrangements be organised for all Councillors early in the
new Council year.
