Purpose

To consider agreeing capital funding to
develop six places, across two homes, for children with complex
needs.

Content

1.         That the
commencement of the following two tender exercises be
approved:

(a)        a services
tender to commission a provider to operate the two homes for a
total period of five years; and

(b)       a works tender for a
construction provider to undertake development works at the two
properties.

2.         That, if
the Department for Education (DfE) bid is successful, authority be
delegated to the Director of Children’s Services, in
consultation with the Cabinet member for Children and Young People,
to accept the external funding.

3.         That, in the
event that the DfE bid is unsuccessful, it be recommended to Full
Council for a loan to be secured to provide capital funding for the
development works.
